And retailers will argue that it is the answer because the alternative - that their shops are the problem - is somewhat unpalatable to them.<br /><br />Local shopping areas such as wood street need to be made pleasant places to spend time first and foremost. Of course there has to be decent shops but parking easily and for free will win out most times against inconvenient parking.
